Idaho Power's rates, service, accounting and other general matters of utility operation are under the regulatory jurisdiction of the Federal Energy Regulatory Commission (FERC), the Idaho Public Utilities Commission (IPUC) and the Oregon Public Utility Commission.
A “Conservation Program Funding Charge” on all Idaho Power customers’ electrical bills supports the funding of energy efficiency and programs to help manage energy demand.
The IPUC approved an increase in the fee from 0.5 to 1.5 percent of base rate revenues, effective June 1, 2005. In August 2005, a similar fee was approved by the OPUC for the Oregon service area. The average Conservation Program Funding Charge for an Idaho Power residential customer is $1.06 per month.
Idaho Power relies on input from the Energy Efficiency Advisory Group (EEAG), formed in 2002 to provide customer and public interest review of energy efficiency programs. The EEAG consists of 12 members representing a cross-section of customer segments including residential, industrial, commercial, irrigation, representatives of organizations for the elderly and low-income, and environmental interests as well as members representing the IPUC, OPUC and Idaho Power.
